NOTICE TO CONTRACTORS
Sealed bids will be received by the City of Jesup, City Hall, 162 E. Cherry Street, Jesup, GA
31546 until 10:00 a.m. local time, Tuesday, May 25, 2021 for:

CITY OF JESUP STREETSCAPE PHASE II
This contract consists of 2800ft +/- of extension of existing Streetscapes (sidewalk,
brick pavers, landscaping and lighting) on Cherry St., Walnut St., and Plum St. Concept
is to tie into and match Cherry St., Walnut St., and Macon St. Approx. 450ft on Cherry St.
(from Macon St. to SR 38/US 84). East and West side for a total length of approx. 900ft.
Approx. 450ft on Walnut St. (from Macon St. to SR 38/US 84). East and West side for a
total length of approx. 900ft. Approx. 500ft on Plum St. (from SW Broad St. to Macon
St.). East and West side for a total length of approx. 1000ft.
Bids received after the stated time will not be accepted.

At 10:00 a.m. local time on the above date, the bids will be publicly opened and read aloud.
Submittal: The Proposal, in duplicate, and a single copy of the Bid Security together with the
Power of Attorney shall be contained in a sealed envelope bearing the Bidder's name and
contractor's license number clearly addressed to the Owner as indicated on the Proposal
Form. In addition, in large letters on both the front and back of the envelope, the following
shall appear: "PROPOSAL FOR CONSTRUCTION. DO NOT OPEN UNTIL 10:00 AM,
TUESDAY MAY 25, 2021.” After that time, no proposals will be received or withdrawn. The
Bid should be submitted in duplicate and include:

The City of Jesup does not discriminate on the basis of disability in the admission or access to its programs or activities. Any requests for reasonable accommodations required by

All suppliers must submit with bid, a bid bond, certified check or cashier’s check in the amount
of five percent (5%) of the total bid. Failure to submit a bid bond with the proper rating will
result in the bid being deemed non-responsive. Successful supplier will be required to meet
insurance requirements, submit a one hundred percent (100%) performance bond and a one
hundred ten percent (110%) payment bond. Insurance and Bonding Company must be
licensed to do business by the Georgia Secretary of State, authorized to do business in
Georgia by The Georgia Insurance Department, listed in the Department of Treasury’s
Publication of Companies holding Certificates of Authority as Acceptable Surety on Federal
Bonds and as acceptable reinsuring companies. The bid bond, payment bond, and
performance bond must have an A.M. Best rating of A-5 or higher.

Individuals, firms and businesses seeking an award of a City of Jesup contract may not initiate
or continue any verbal or written communications regarding a solicitation with any City officer,
elected official, employee or other City representative without permission of the City Manager
named in the solicitation between the date of the issuance of the solicitation and the date of
the final contract award by the Jesup City Council. Violations will be reviewed by the city
Manager. If determined that such communication has compromised the competitive process,
the offer submitted by the individual, firm or business may be disqualified from consideration
for award.

Contractor is advised that Federal Funds are being utilized for construction of this project. The
Disadvantage Business Enterprise (DBE) goal is set at 9%. Be advised that all DBE
contractors must be certified by the Georgia Department of Transportation for their work to be
counted towards the DBE goal. Bidders will be required to complete Federal Aid Certification of
compliance. Sub-contracts by the prime should also include these provisions.

All questions regarding Bidding Documents, Drawings and Specifications should be directed to
Sam Allen, Atlas Technical Consultants, LLC at  no later than Friday
May, 14, 2021.

The written bid documents supersede any verbal or written prior communications between the
parties.

Award will be made to the lowest responsible and responsive bidder. The City of Jesup
reserves the right to reject any or all bids, to waive technicalities, and to make an award as
deemed in its best interest. Where The City of Jesup provides forms for bid schedule and
bond submissions, these forms must be used without exception. Any deducts to the bid must
be itemized by the line item number in the bid schedule or The City of Jesup will apply the
deduct as it deems appropriate.

The City of Jesup in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252,
42 USC 2000d—42 and Title 49, Code of Federal Regulations, Department of Transportation,
Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of
the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement,
minority business enterprises will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, sex, or national
origin in consideration for an award.

Award notification will be posted after award on the City of Jesup website,
https://www.jesupga.gov and companies submitting a bid will be notified via email.
All alternates, shall be bid on; the term "no bid" shall not be used. Proposals shall close with
legal name of Bidder and be executed by one legally authorized to bind the bidding firm to a
contract.
