Rose Marcus was born and raised in Jesup, where she continues to reside. She graduated from Wayne County High School in 1982. She studied Accounting, and graduated from Altamaha Technical College in Jesup. She earned certifications as Municipal Clerk and Finance Officer through University of Georgia.

In 1990, Ms. Marcus was hired by the City of Jesup as Assistant Water Clerk. She continued to work her way up the ladder to Assistant City Clerk/Treasurer, and City Clerk/Treasurer. In June 2021, City Council appointed her as Interim City Manager, and permanent City Manager in November 2021.

Ms. Marcus has volunteered her time with several organizations which includes the following: Jesup Boys/Girls Club as Co-Chairperson of Budget Development on the Corporate Board; U.S. Census 2010 Complete Count Committee as Chairperson; and Jesup Kiwanis Club as Secretary, Board Member, and President-Elect on the Executive Board.

In 2007, Ms. Marcus was the recipient of the NAACP Dedicated Service & Outstanding Accomplishments Award. She was named Grand Marshal for the MLK Day Parade in 2010; and graduated from Wayne County Chamber of Commerce Leadership Wayne in 2015.

Ms. Marcus loves serving the public, and spending time with family & friends. She has 2 children: Detrick and Lacreasia; 2 grandchildren: Tyresha and Davion; 1 great-grandson: Sencere; and 1 Malshi, Lily.
